This problem's been around since the first day I started a Blogger account. What gives?
My only solution for now is to set it to 2 and it behaves fine.

Twitter gadget/widget for Blogger gone mad
If you set "Number of updates to display" as 1 , it pretty much goes bonkers and lists about TWENTY of your latest tweets instead of just one.
